NEXT POLICE CHIEF EXPECTED TO INTENSIFY PROFESSIONALISM, FIGHT EXTRAORDINARY CRIMES by Fardah

 Jakarta, June 16, 2016 (Antara) - The uncertainty surrounding who would take over the reins from outgoing Police Chief General Badrodin Haiti has finally cleared after the Presidential Palace named 51-year-old Commissioner General Tito Karnavian as the sole candidate.
          President Joko Widodo's (Jokowi's) choice comes as a surprise to some people as Tito was the youngest among the candidates speculated to be nominated for the post of police chief, and he would be the country's youngest national police chief if the House of Representatives (DPR) endorses his nomination, which is most likely.
          "The nomination of Tito was a surprising move," affirmed Benny K. Harman, deputy chairman of House Commission III, which oversees legal affairs.
          "If we look at the constellation here, Tito could walk smoothly," Harman was quoted as saying by the Jakarta Globe.
          Vice Chairman of the National Police Commission (Kompolnas) Tjahjo Kumolo explained that Tito had met all requirements to be selected for the police's top job.
          "The primary requirement is a three-star. In terms of the legal and police system, the appointment is valid," Kumolo, concurrently home affairs minister, remarked on June 15.

          Kompolnas has suggested some options regarding the police chief to the president as General Haiti is entering retirement period next month.
          The first option is to extend the tenure of Haiti. Moreover, the High Ranking Officials Nomination Council has submitted several names as candidates: Commissioner General Budi Gunawan, Commissioner General Budi Waseso, Commissioner General Dwi Priyatno, and Tito Karnavian.
          President Jokowi sent a letter regarding the police chief candidate to the DPR on June 15.
          Johan Budi, the presidential special staff, confirmed that the president had proposed the name of Commissioner General Karnavian.
          "The president has complete authority to appoint the national police chief candidate, and it is his prerogative," the former spokesman of the Corruption Eradication Commission emphasized.
          However, while selecting Karnavian, the president had sought inputs from various parties, including the Kompolnas, Police chief, and public, he remarked.   
     Karnavian has been selected for the post to boost professionalism and the quality of the legal enforcement process, particularly to tackle extraordinary crimes, such as terrorism, drug trafficking, and corruption, he noted.
          Besides this, the national police are also expected to develop greater synergy with other law enforcement agencies.    
     Tito is currently chief of the National Counter-Terrorism Agency. He joined the police academy in 1987 and earlier held posts, including Jakarta Police chief and head of the Special Detachment 88 counter-terrorism squad.  
     Born in Palembang, South Sumatra Province, on October 26, 1964, Tito graduated from the Exeter University in the Great Britain and earned his master's degree in Police Studies in 1993, among others.
          In 1998, he graduated from the Massey University in Auckland, New Zealand, with Strategic Studies as a major subject. Later, Tito got his PhD from the Rajaratnam School of International Studies, Nanyang Technological University, in Singapore in 2013.
          His reputation began to grow during his term with the Police's Special Detachment 88, which succeeded in neutralizing notorious terrorist leaders, such as Azhari Husin and Noordin M. Top.
          House Speaker Ade Komarudin confirmed he had received the president's letter proposing Tito as the sole candidate for the post of police chief.
          "The DPR has received a letter from President Joko Widodo on the candidacy of Senior Commissioner Karnavian as the sole police chief candidate to succeed General Badrodin Haiti," Komarudin remarked here on Wednesday.
          Chairman of Commission III Bambang Soesatyo affirmed that the letter will be submitted to the DPR's Consultative Council on June 16.
          Later, Commission III will conduct a fit and proper test on the candidate on June 22.
          The DPR leadership will hold a meeting to discuss the issue, and a decision will be taken during a plenary meeting on June 28.
         The Golkar Party and the Islamic United Development Party have indicated their support for Tito.
          "I have heard that President Jokowi has named Tito Karnavian as the sole candidate for new police chief to the House. For me, Commissioner General Tito is a young police general, who is very capable, with high integrity and undoubted performance. President Jokowi has taken the right step in selecting Tito," Golkar General Chairman Setya Novanto stated on June 15.
         Novanto said Tito has maintained good relations with all state institutions, including the DPR, and has a good style of leadership as was proven during his term as Jakarta police chief.
          Chairman of the People's Consultative Assembly Zulkifli Hasan lauded the naming of Commissioner General Karnavian as candidate to succeed General Haiti.
          "The appointment of police chief candidate is the prerogative of the president to be endorsed by the DPR," Hasan, concurrently chairman of the National Mandate Party, added.
