ADB TO HOLD WATER WEEK 2004 IN MANILA


    Jakarta, Jan 21/2004 (ANTARA)-- Asian Development Bank (ADB) will organize the Second Water Week 2004 in Manila, the Philippines, on 26-30 January 2004, under the theme of "Water for the Poor: Setting the Rules and Finding the Money."
        The event aims to stimulate knowledge development in the water sector, particularly along the issue of water for the poor, according to a press statement of the Manila-based ADB received by ANTARA here Wednesday.

        The first ADB Water Week was held in December 2002, under the theme of "Water for All - Getting ADB's Water Policy to Work."
        The 2nd Water Week will include a session which will uncover and discuss in detail the myths and underlying issues surrounding the poor's lack of access to water services.
        It will address provocative questions such as: Is there conspiracy against the poor? Have the poor suffered because of lack of water rights? Have low irrigation charges disadvantaged the poor? Have water supply subsidies disadvantaged the poor? How can regulation help to make water accessible to the poor?
        The session will also encourage a departure from traditional mindsets and explore innovative, and maybe even radical, governance and financing practices. Among the topics of discussion will be: Changing Selection Criteria: Working with the right information, organizations and leaders; Changing Incentives and Advocacy: Empowering civil society to catalyze reforms; and Changing Regulation: From "independent" to "credible" regulators.
        Field visits are also being planned during the Water Week to showcase projects featuring innovative water governance and financing practices, said the ADB press release.
        There will be presentation of awards in three categories, namely ADB Water Prize, which will be given to a project agency that has demonstrated good practices in innovative water financing and good governance in an ADB-financed project, ADB Water Achievement Awards, and Best Water Project Team.
